The Black Lion-Chuck Winter-1941

A Jazz Age advertising artist, Chuck Winter moved into  the burgeoning comic book field via the Jerry Iger shop but eventually had work coming out in just about all genres from all companies. You'll note that although they aren't the most compelling superheroes ever, the artist has a way with simple, basic layouts and particularly fight scenes.

The Time Bullet features Black Lion's first outing, and it's even more nonsensical than this story; while this 'un's got a man squashed by a huge sign only to vanish (leaving behind only an attractive watch fob), the origin tale has Lion's nemesis The Blitz shoot a kidnap victim in the legs (because tying him up was apparently too much trouble), then a couple of pages later have the same guy walk upstairs and stand on a rooftop. Lion also bursts into a room just to announce he's here to help--then immediately leaps out of a building window carrying Cub in his arms.

Golly!

This story actually appeared in the issue for June, so it was probably released in the Spring of '41.

It seems as if neither the vigilantes nor the law officials had a felt need to wait for declarations of war before suppressing dissident groups in that town!
